[Emacs-ada-mode] Don't indent comments starting at column 0

Hello,

as we have a coding guideline with the need for change markers starting at 
column 0 (and staying there), I have hacked Ada mode to not indent comment 
lines starting at column 0.

The patch against the latest version of ada-mode (4.00) is attached, maybe 
it is of use to somebody. Note that the patch itself also includes change 
marker, these can of course be removed.
